The CIMA E3 exam — formally titled Strategic Management — is one of the three objective test (OT) papers at the CIMA Strategic Level. Sitting alongside P3 (Risk Management) and F3 (Financial Strategy), it forms the knowledge base you’ll need before attempting the Strategic Case Study (SCS) exam. If you’re planning your route through the Strategic Level, this guide covers everything you need to know about E3: what’s in it, how it’s examined, what the pass rates look like, and how to approach it.
What Is the CIMA E3 Exam?
E3 Strategic Management is all about how organisations decide where they want to go — and how they plan to get there. At its core, the paper asks: how does a business formulate and implement strategy effectively?
The syllabus is structured around three broad questions that sit at the heart of strategic management:
- Where are we now? — assessing the current position of a business using tools such as PESTEL analysis, Porter's Five Forces, and SWOT
- Where do we want to be? — setting strategic direction, evaluating options using the SAF criteria (Suitable, Acceptable, Feasible)
- How do we get there? — implementing strategy through change management, project management, and digital transformation
Unlike F3 or P3, E3 is not a numbers-heavy paper. It is conceptual, applied, and word-heavy — which makes it a very different challenge. You won’t be calculating; you’ll be analysing, evaluating, and making recommendations in the context of realistic business scenarios.

What Is the Structure of the CIMA E3 Exam?
The E3 objective test exam follows the same format as all other CIMA OT papers at the professional levels:
- 90 minutes, 60 questions
- Scaled score of 0–150 — you need 100 or above to pass
- Computer-based, sat on demand throughout the year at a Pearson VUE test centre
- No partial marking — each question is right or wrong
- Results appear on screen immediately after the exam
The question types you’ll encounter include multiple choice (one correct answer), multiple response (select all that apply), drag and drop, and fill in the blank. Of these, the multiple response questions tend to be the most demanding — they require a higher level of certainty across all answer options, and they carry more weight in the scaled scoring system.
E3 is notably word-heavy compared to other papers. Questions are often scenario-based, presenting a paragraph or two of context before asking you to evaluate, recommend, or apply a framework. This means time management is critical — see the study tips section below.

What Are the Pass Rates for the CIMA E3 Exam?
E3 consistently has one of the highest pass rates across all nine CIMA OT exams — and the trend over the past four years has been gently upward:
| Period | E3 pass rate |
|---|---|
| Nov 2020 – Nov 2021 |
72%
|
| Nov 2021 – Nov 2022 |
74%
|
| Nov 2022 – Nov 2023 |
75%
|
| Nov 2023 – Nov 2024 |
76%

To put E3’s pass rate in context: in the same period (Nov 2023–Nov 2024), P3 passed at 63% and F3 at 58%. E3 is comfortably the most accessible of the three Strategic Level OT papers — its conceptual, less calculation-heavy subject matter suits candidates who engage with the material at an applied level. That said, a 76% pass rate still means one in four candidates fails, so treating it lightly is the main risk.
In What Order Should You Sit the Strategic Level Exams?
There is no mandated sequence — you can sit E3, P3, and F3 in any order. However, most tutors (and experienced CIMA students) recommend sitting them in this order: F3 first, then P3, then E3 last.
The reasoning is rooted in the Strategic Case Study exam that follows. The SCS integrates all three papers, but the financial and risk content from F3 and P3 tends to be the most technically demanding to recall under pressure. Sitting those first gives you the most time to consolidate that knowledge. E3 — being more applied and conceptual — benefits from having the broader strategic picture already in place when you study it, and it sits naturally as the final piece before SCS preparation begins.
That said, if your background is finance and you find F3 comfortable, there’s no harm in starting with E3 to build confidence early. The important thing is to have a plan.

How to Study for the CIMA E3 Exam: Practical Tips
E3 is a paper where understanding beats memorisation. You can know every framework in the syllabus and still struggle if you can’t apply them quickly to an unfamiliar scenario under timed conditions. Here’s what actually makes a difference:
Practise reading long scenarios quickly. E3 questions often come with two or three paragraphs of context before getting to the question. Practise skimming for the key issue first, then reading in more detail. Don’t let the word count slow you down.
Understand frameworks — don’t just list them. Examiners set questions that test application. If a question describes a company entering a new market, you need to know which tools are relevant (Ansoff? Porter’s Generic Strategies?) and why, not just what the framework says.
Use elimination on multiple response questions. For ‘Select ALL that apply’ questions, work through each option independently. Eliminate what you’re confident is wrong, then focus your attention on the remaining choices.
Don’t leave any questions blank. There’s no negative marking. If you’re stuck, flag the question, move on, and return with fresh eyes in the last few minutes. Make a best guess if needed — a blank answer is always wrong.
Book the exam at the start of your study period. Having a fixed date focuses revision and prevents drift. E3 is often underestimated because the pass rate looks reassuring — setting a deadline keeps you honest.
Practise under timed conditions from early on. 90 minutes for 60 word-heavy questions is tighter than it sounds. Simulate exam conditions regularly, not just in the final week.
E3 Study Tips
Practise reading long scenarios quickly
Skim for the key issue first, then read the detail. Don't let E3's word count slow you down.
Apply frameworks — don't just list them
Questions test application. Know which tool to reach for in a given scenario, and why.
Use elimination on Select ALL questions
Assess each option independently. Eliminate what's clearly wrong, then focus on what remains.
Never leave a question blank
No negative marking. Flag difficult questions, move on, and return with fresh eyes at the end.
Book early, study with a deadline
A fixed exam date prevents drift — especially for a paper whose pass rate can breed complacency.
Simulate timed conditions early
90 minutes for 60 word-heavy questions is tighter than it looks. Practise at full speed from the start.
The Bottom Line
The CIMA E3 exam is one of the more approachable papers at the Strategic Level — but approachable is not the same as easy. Its high pass rate reflects the fact that students who engage properly with the strategic management content and practise applying it tend to do well. Those who underestimate it or rely on passive reading rather than active practice are the ones who make up that 24% who don’t pass.
The best preparation combines solid syllabus coverage with realistic question practice under timed conditions. You can start for free at Practice Tests Academy’s free CIMA study materials, or go straight to the full E3 package if you’re ready to get serious.
